On August 20, 2025, Hopper highlighted his role as a co-author of legislation regarding federal reimbursements: “Proud to co-author #HR19 which would require that the entirety of the $13B federal reimbursement for Operation Lonestar be returned to Texas taxpayers. https://t.co/gnOWhfSu0N” This post referenced efforts to ensure that federal funds allocated for Operation Lonestar would directly benefit state residents through taxpayer returns.

Hopper was elected in 2025 to represent Texas’ 64th House district after succeeding Lynn Stucky as state representative.
