A new bill authored by State Rep. Mitch Little in the Texas House seeks to amend election laws to require individuals to provide proof of U.S. citizenship when registering to vote, according to the Texas Legislature website.

The bill on Property Interests and Taxation category, introduced as HB 219 during the 89(2) legislative session on Monday, Aug. 18, was formally listed with the short title: ’Relating to the limitation on increases in the appraised value of a residence homestead for ad valorem taxation’.

In essence, this bill amends the Election Code to require individuals seeking to register to vote in Texas to submit proof of U.S. citizenship along with their application. Accepted forms of proof include a Texas driver’s license or identification card compliant with the federal REAL ID program, an original or certified birth certificate, an unexpired U.S. passport or card, or a certificate of naturalization or citizenship issued by U.S. Citizenship and Immigration Services. Applications can be submitted by personal delivery, mail, or fax, but applicants using mail or fax must present their proof of citizenship to a Department of Public Safety employee. Registrars must notify applicants of the requirement if proof is not submitted. This law takes effect Sept. 1, 2025.
