Highlights:
On Speaker McCarthy's negotiations: "I'm grateful for the work the Speaker did. I think we are in a much better place today than we were at the start of this Congress because of the work of the Speaker."
On the Fiscal Responsibility Act: "I would have never believed that there would be a hard 'you have to pass the appropriations bills by September 30, or you will get a 1% cut.' Now, I would have liked to see perhaps a little bit of a deeper cut than 1%, but okay, I'll take that. That's the first time Congress will have spent less money in the next year than it did the previous year. That's a big deal."
